In December 1991, the functions of the Armenian Republican State Bank were transferred to the National Bank of the Independent Republic of Armenia.

On April 27, 1993, the law “On the Central Bank of the Republic of Armenia” was adopted, according to which the National Bank of the Republic of Armenia was renamed the Central Bank of the Republic of Armenia. The management of the bank was handed over to Isaak Isahakyan, who had been managing the State Bank since 1986.

In order to develop and implement comprehensive measures for the regulation of monetary circulation, on October 13, 1993, by the decision of the Supreme Council of the Republic of Armenia , the State Commission for the regulation of monetary circulation in the Republic of Armenia was established, co-chaired by the chairman of the permanent commission of the Supreme Council of Armenia on financial-credit and budgetary issues Tigran Sargsyan , Chairman of the Central Bank of the Republic of Armenia Isahak Isahakyan and Minister of Finance of the Republic of Armenia Levon Barkhudaryan.
